Five key representatives of the Brazilian gaming sector have shared their assessment regarding the legalization of land-based casinos. The discussion takes place during an election year, following the established implementation of the regulated online gambling market.
Market Performance and Legislative Status
Brazil prioritized digital gambling legalization before addressing physical venues. Alex W. Pariente of Pariente Advisory notes that the regulated online market generated approximately R$37bn in gross gaming revenue in its first full year.
This figure exceeds government projections, with roughly 25 million participants and close to R$10bn returned to the state in taxes.
Pariente identifies the primary barrier to land-based legalization as political rather than economic. The legislation has passed the Chamber and the Senate’s justice committee, with approximately 60% of the population in favor. However, legislative scheduling and opposition from a minority group have delayed the final vote into the current election cycle.
