The Administrative Court in Linköping issued a ruling on 12 June reversing a decision by the Swedish Gambling Authority (Spelinspektionen) against LeoVegas. The court quashed a SEK 8 million ($852,867) fine originally levied in March 2025 for alleged violations of the Gambling Act duty of care provisions.
Review of Customer Accounts
The initial regulatory sanction stemmed from a supervisory review of the first quarter of 2024. Spelinspektionen examined 12 customer accounts, focusing on high-loss players aged 18-24 and 25+. The authority identified three accounts with monthly deposit limits between SEK 100,000 and SEK 300,000. These accounts showed rapid deposits, significant losses, and extended session durations. The regulator concluded that the operator failed to provide sufficient assistance, deeming the interventions tardy and inadequate.LeoVegas, operating locally as Roar Vegas, contested the ruling by citing its automated alerts and manual follow-up systems. The operator argued that the behaviors flagged by the regulator are typical for sports bettors and do not automatically indicate problem gambling. The company also referenced a decline in Swedish problem gamblers from 2.2% in 2008-09 to 1.3% in 2021. Additionally, LeoVegas highlighted legal uncertainties regarding personal data processing prior to the legislative amendments effective 1 June 2024.
