Veikkaus will activate age-specific loss checkpoints for Finnish gambling customers on 9 June. The new system replaces the previous annual cap for players aged 25 and older while introducing mandatory specialist consultations at predefined spending thresholds.
Loss Checkpoints and Care Procedures
The updated framework establishes cumulative loss checkpoints within each calendar year. Players aged 18 to 19 must pause after losing €4,000, with a hard annual cap of €8,000. Those between 20 and 24 face a checkpoint at €8,000 and a yearly maximum of €24,000. Customers aged 25 and above encounter a single checkpoint at €24,000, as the operator has eliminated the annual loss ceiling for this demographic. All thresholds apply to Veikkaus’ core gaming portfolio, though slot machines and table games at Casino Helsinki remain under separate regulatory controls.Reaching a checkpoint triggers a mandatory care conversation with a Veikkaus specialist before further play is permitted. Susanna Saikkonen, director of sustainability, explained that each case follows a pre-agreed assessment model. "If the decision is made to continue playing, the next loss checkpoint can be agreed with the customer," she stated.
The operator plans to deploy updated warning notifications alongside its existing program of thousands of annual outreach calls. Saikkonen noted that real-time data will drive proactive care communications, with lower limits for younger players reflecting their developing financial circumstances.
The policy adjustment coincides with broader shifts in the Finnish gaming sector. Private iGaming operators are scheduled to enter the market in July 2027, ending Veikkaus’ longstanding monopoly. Industry consultant Jari Vähänen previously estimated the company’s total value at up to €4.5 billion, calculating a tenfold multiple of the €450 million annual gaming surplus.
